Fan issue with laptop. Any ideas for a fix?

Apologies if this is the wrong section to post this, but I’m looking for a few answers to hopefully fix the problem I have with this laptop I own – HP pro book 650 G1

So, it seems to be a power issue. Whenever The laptop is powered down, shut off, the CPU fan spins at max speed constantly.

The only way to stop it is to disconnect the battery and cut all power to the board.

Same thing happens when it’s connected to its charger, fans spin at max even though it’s shut down.

When I boot up the laptop(hit the power button) the CPU fan stops spinning completely.

So basically, the fan is working in reverse –  stops when powered on, spins at max when powered off.

This is on a clean build of windows 10. I’ve flashed the BIOS to the latest version, swapped out the ram……

Has anyone experienced any issue like this before? And if you could provide any insight it’d be great!
